Replacing the 1,000 Seats

The answer to “will 61 agents replace everything?” is no — 61 is the archetype count, not the fleet size. Every seat in the 1,000-person organogram is covered by cloning each archetype into instances (1,000 worker agents), and a further 15 fleet-infrastructure agents do work no human role owned. Total fleet: 1,015 agents, with human oversight retained at every guardrail gate.

The fleet is a strict 1:1 shadow of the human organogram in the companion document: every designation in §9 of the org design becomes one agent here, with the same responsibilities, skills and tools — but expressed as executable work with an autonomy ceiling and a guardrail set.

The non-negotiable: autonomy is a ceiling, not a target. An agent earns each level through its eval gate (Section 8). Every irreversible act — money, contracts, production deploys, hiring, public statements, customer commitments — keeps a human counter-signature exactly where the human approval spine (§6.2 of the org design) puts it.
Coverage — does 61 replace everything? The 61 dossiers cover every function in the company; to replace every seat they are cloned into instances (Section 5), giving 1,000 worker agents. On top of that, 15 agents (Section 6) run work the human org had no seat for — orchestration, evaluation, red-teaming, drift and cost monitoring, corpus and tool curation, failover. So the honest headline is 1,015 agents covering 1,000 seats plus 15 new functions, not 61.

Agent identity format

Every agent carries an ID and a callsign. The ID is the stable handle for the audit chain and tool permissions; the callsign is what people say in a room.

CMOA-<DIV>-<NN>  ·  e.g. CMOA-ENG-01 is FORGE, the CTO agent. DIV is one of: EXE, ENG, PRO, DAT, RND, SEC, SAL, MKT, CSX, FIN, PPL, LEG, ITS, PMO.

Capability tiers

Agents are assigned to a capability tier by the workload class they face. Tiers are platform engine classes — Alpha is the fastest/cheapest for narrow, high-volume work; Zeta is reserved for long-horizon synthesis and adversarial review.

Per-archetype autonomy ceilings: L1 ×9 (every C-level seat plus counsel — strategy and legal judgement stay human), L2 ×32, L3 ×18, L4 ×2 (documentation and the internal service desk). Weighted by instances, the fleet splits 781 agents at L3–L4 and 234 at L1–L2 — the ceilings rise as you go down the org chart, toward the narrow, reversible work.

Fleet size: 61 archetypes → 1,000 worker instances → plus 15 infrastructure agents = 1,015 agents. Each archetype dossier below carries its instance count; Section 5 reconciles the instances to the human headcount seat by seat.

Each dossier gives the agent's mandate, the work it runs autonomously, its full skill stack (carried across from the human role playbook), the tools it may call, the guardrails that bind it, which peer agents it hands off to, and the training track that lifts it to its autonomy ceiling. The instances figure is how many copies of that archetype the fleet runs to cover its seats.

Instance model — how 61 archetypes cover 1,000 seats

An archetype is a trained behaviour; an instance is one running copy of it. To replace the seats rather than just the functions, the fleet clones each archetype until the instances equal the headcount of the human design. The table below reconciles every seat.

Cloning rule. Worker instances = seats covered (1 instance per seat). Growth is met by cloning, not by retraining: a new instance inherits the archetype's skills, tools and guardrails and only needs a corpus refresh. Infrastructure agents (Section 6) scale by load, not headcount — add one when queue age, eval volume or ticket throughput crosses a threshold, not when the org adds a team.

  • Volume growth. Support, SDR and service-desk archetypes scale linearly with customer and headcount growth — clone LIFEBUOY and PROSPECTOR first.
  • Time-zone coverage. WATCHTOWER, ANCHOR and LIFEBUOY run 24×7; add instances per shift region before adding headcount.
  • New surfaces. A new product line or market creates new archetypes rather than more instances — the registry grows by design, one dossier at a time.
  • Trust debt. If sampling audits start failing, the answer is more oversight (LIAISON, WARDEN, BENCHMARK) before more autonomy.
  • Regulatory scope. Entering a new jurisdiction adds ASSURE and REDLINE instances plus a jurisdiction corpus.

Fleet-infrastructure agents — the 15 that have no human counterpart

These agents do work the human organogram never had a seat for: routing, evaluation, adversarial testing, drift and cost monitoring, corpus and tool curation, lifecycle and failover. They are what makes 1,000 worker agents operable — and they are the layer that must exist before any autonomy ceiling is trusted.

Infrastructure agents report directly to ATLAS and are deliberately capped at L2–L3: they shape, measure and police the fleet, but never grant themselves more power. GAUNTLET and WARDEN, which probe and audit other agents, sit at L2 so that their actions always queue behind a human.

Governance, safety & accountability

An agent fleet is only useful if its limits are structural rather than aspirational. Six mechanisms hold the line.

  • A written constitution per agent. Each dossier's mandate, autonomy ceiling and guardrail set is the agent's constitution. It cannot edit it; only a human owner can, and that edit is logged and time-boxed.
  • Guardrails in code, not in prose. G1–G10 are enforced at the tool boundary — an agent without the money gate cannot reach a payment tool at all, regardless of what it decides.
  • Shadow before live. Every new capability and every new agent runs in shadow mode — performing the work, shipping nothing — until it beats the human baseline on the eval suite.
  • Append-only audit chain. Every task, tool call, guardrail trip and approval is written to a tamper-evident log with inputs, outputs and the responsible human. Reviewers can reconstruct any decision.
  • Instant halt. Any agent can be frozen individually or the whole fleet at once; frozen agents hand their queue back to the human queue with state intact.
  • Human accountability is not delegated. Agents produce evidence and recommendations; a named human owns every consequential outcome. “The agent did it” is never an acceptable answer in an incident review.
Failure drills. Each quarter the fleet runs scripted failures — a guardrail-bypass attempt, a corrupted corpus, a confident-but-wrong answer, a mass-escalation storm — and the response is measured. An agent fleet's reliability is set by how gracefully it fails, not by how rarely.

  • Clone, don't hire. Adding the 62nd agent that reuses an existing dossier costs a configuration and a corpus seed — days, not a hiring cycle.
  • Verification is the real budget. The eval harness, red-team suites and human sampling are permanent costs; fund them before raising any autonomy ceiling.
  • Compare against the human seat, not against zero. The honest benchmark is the all-in per-seat cost in §10 of the org design; an agent that needs a full-time human supervisor is a different product from one that needs an hour a week.
  • Sequence for trust. Start where mistakes are cheap and reversible (documentation, triage, reporting, internal analysis), prove the eval gates, then move toward anything customer-facing or financial.
